The United States has enacted sanctions against the Islamic Republic of Pakistan for secretly developing ballistic missiles that it says are intended to act as a deterrent against the U.S.

The sanctions targeted four entities pursuant to Executive Order (E.O.) 13382, which targets proliferators of weapons of mass destruction and their means of delivery, according to a statement from the U.S. State Department.

“Just looking at a map and looking at ranges, you know, we believe that this is fundamentally focused on us,” said Deputy National Security Adviser Jon Finer when speaking at an event last week about Pakistan’s development of long-range ballistic missiles, according to The Wall Street Journal.

Pakistan responded to the sanctions by claiming that fears from the U.S. were “irrational” and claimed the notion that the country developing ballistic missiles would be a threat to the U.S. was “ludicrous.”

The Wall Street Journal reported that Pakistan has changed its military planning and posture in recent years as it gets closer to communist China, and the U.S. and India deepen ties to counter China’s rise.

“In that situation, Pakistan’s hard-liners, Pakistan’s hawks, think they need to think beyond just today and tomorrow,” said Husain Haqqani, a former Pakistan ambassador to the U.S. “They have to think about what happens if there is a global conflict in which India is aligned with the U.S. and Pakistan is considered as a partner of China.”

Top military and national security experts in both Democrat and Republican administrations have said that Pakistan is one of the most dangerous countries in the world because of its stockpile of nuclear weapons and how the country has a high level of political instability, is run by Islamists, aligns itself with radical Islamic groups and has terrorist groups operating within its borders.
