Immigration and Customs Enforcement (ICE) will change their terminology to resume the use of the term “alien” and drop the term “noncitizen,” a new memo indicates.
The memo from ICE director Caleb Vitello will apply to all “internal and external communications” and will also replace the term “noncitizenship” with “alienage.”
The move marks a stark departure from the Biden administration’s decision to use “more inclusive” terms when discussing immigration. Even the word “assimilation” was dropped in favor of “civic integration.”
The Biden administration also received guidance from the Rand Corporation urging it to discontinue the use of not just the term “illegal alien,” but even words like “Jihadist,” which it warned was “racially charged.” “Looter,” “rioter,” and “trespasser” were all said by the Rand Corporation to be “racially charged as they are mostly applied to individuals of a particular race and not to White individuals.”
The report to the Biden administration adds “it is the disparate application of the term, rather than the definition, that has caused it to become disrespectful or damaging.”
The new ICE memo also underscores President Trump’s focus on immigration in the first days of his administration. Trump signed a slate of immigration related executive orders the day of his inauguration, including measures to declare a national emergency at the southern border, end birthright citizenship for the children of illegal aliens, suspending refugee resettlement, and designating cartels foreign terrorist organizations.

Republican Study Committee Chairman August Pfluger (R-TX) celebrated the flurry of executive orders addressing immigration, telling The Daily Wire that “Biden surrendered our border to chaos – but President Trump is wasting no time taking it back.”
“These executive orders are exactly what the American people demanded when they voted for law and order: military deployment to the border, designating cartels as terrorists, and ending the Democrats’ catch-and-release scam,” he added. “The Republican Study Committee will work tirelessly alongside President Trump to seal our border, defend our communities, and make America safe again.
