The guidance, issued Wednesday, specifically aligns with Trump’s Executive Order 14168, “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.”
“There are only two sexes, female and male, because there are only two types of gametes,” the guidance reads. “An individual human is either female or male based on whether the person is of the sex characterized by a reproductive system with the biological function of producing eggs (ova) or sperm.”
HHS, which is headed by Robert F. Kennedy Jr., emphasizes that the “sex of a human, female or male, is determined genetically at conception (fertilization), and is observable before birth” — language that prompted praise from pro-life advocates.

Democrats and left-wing activists in recent years have tried to promote that males can be women, causing massive disruption to female spaces, safety, and opportunities. Meanwhile, they were unwilling and unable to define the term, as highlighted throughout Matt Walsh’s groundbreaking documentary, aptly titled “What is a Woman?”
